On February 7, 2025, the Judicial Panel on Multidistrict Litigation created MDL No. 3140. The panel transferred all federal lawsuits involving Depo-Provera to the Northern District of Florida. Judge Margaret Catharine “Casey” Rodgers has forged a remarkable path in the American legal system. Her journey reflects dedication, resilience, and a steadfast commitment to justice.

Early Life and Education

Born on August 13, 1964, in Pensacola, Florida, Rodgers grew up in an affluent neighborhood. She attended Gulf Breeze High School. At 19, she enlisted in the U.S. Army, serving from 1985 to 1987. After her military service, she earned a Bachelor of Arts degree from the University of West Florida in 1989. She then obtained her Juris Doctor from California Western School of Law in 1992.

Legal Career

Rodgers began her legal career clerking for Judge Lacey A. Collier of the U.S. District Court for the Northern District of Florida from 1992 to 1994. She practiced privately in Pensacola from 1994 to 1998 and again from 1999 to 2002. Between these periods, she served as general counsel for West Florida Medical Center from 1998 to 1999.

Federal Judicial Service

In 2002, Rodgers became a U.S. Magistrate Judge for the Northern District of Florida. President George W. Bush nominated her to the U.S. District Court for the Northern District of Florida on July 14, 2003. The Senate confirmed her on October 20, 2003, and she received her commission on November 21, 2003. She was the first woman appointed to this court.

Chief Judge and Notable Cases

Rodgers served as Chief Judge from 2011 to 2018. She presided over several significant cases, including the 3M Combat Arms Earplugs litigation, the largest multidistrict litigation (MDL) in U.S. history, involving over 300,000 claims. She also oversees the Depo-Provera MDL, concerning allegations that the birth control injection causes meningioma brain tumors.
